CPUC Compliance
CPUC Compliance for Propane and Natural Gas Operators
California’s natural gas and propane distribution infrastructure is among the most heavily regulated in the country. The California Public Utilities Commission enforces a comprehensive safety framework governing the operation, inspection, and maintenance of gas and propane distribution systems — and for operators who distribute gas to others, compliance is not optional. It is an ongoing obligation with real regulatory, financial, and safety consequences for those who fall short.
Baron Utilities is a trusted CPUC compliance contractor serving propane operators, natural gas operators, utility companies, and mobile home parks across California and nationwide. We perform the core compliance field work, including gas leak surveys and cathodic protection inspections, that keeps our clients in good standing with the CPUC, DOT, and PHMSA, and we do it with the documentation discipline that regulators and auditors demand.
Our team has extensive knowledge of federal and state regulations and can draft operator manuals required by the CPUC to satisfy their requirements and keep your gas systems compliant. While most customers that request manuals from us are mobile home parks, we can assist utility companies, prisons, and other gas operators with compliance paperwork too.
Who We Serve
Baron Utilities maintains preferred contractor relationships with some of the largest propane distributors in the country, including Ferrellgas, Suburban Propane, Blue Star Gas, Campora Propane, and EDP — performing CPUC compliance field work that keeps their California operations fully covered. We also serve natural gas operators to perform compliance field work on their gas distribution systems.
Mobile home parks represent a significant and necessary part of our compliance work. If your park distributes propane or natural gas to residents through a park-owned system, you are almost certainly a regulated gas operator under CPUC jurisdiction — whether you know it or not. Many park operators come to us after receiving a CPUC notice or audit finding. Others engage us proactively to get ahead of their obligations. Either way, we can help.
We also serve RV parks, agricultural operations, commercial campuses, and any other entity operating a propane or natural gas distribution system subject to CPUC, DOT, or PHMSA jurisdiction.
CPUC Compliance Services We Provide
Annual Leak Surveys
The foundational compliance requirement for gas and propane operators. Baron Utilities performs CPUC General Order 112-compliant walking leak surveys using calibrated combustible gas detection instruments, covering all gas mains, service lines, and above-grade components. We document every survey to satisfy CPUC recordkeeping requirements, and when leaks are found we can repair them with our qualified technicians.
Cathodic Protection Inspections
CPUC regulations require periodic testing of cathodic protection systems on buried metallic gas piping. Our technicians conduct pipe-to-soil potential measurements and rectifier readings to verify system performance and produce inspection reports that satisfy regulatory recordkeeping standards. Where CP systems are underperforming, or not in place, we design and install corrective solutions.
Compliance Assessments
For operators new to CPUC compliance or facing regulatory scrutiny, we assess the current state of your system and compliance program, identify gaps, and give you a clear picture of what needs to be done and in what order.
Record Reconstruction
Many operators — particularly mobile home parks — have incomplete or nonexistent gas system records. We assist in reconstructing documentation, building gas maps, and establishing records that satisfy regulatory requirements going forward.
Ongoing Annual Compliance Programs
Many of our clients engage Baron Utilities on an annual basis to handle their leak surveys, cathodic protection inspections, patrolling, and compliance documentation consistently, so they don't have to manage those details themselves.
CPUC Compliance Matters — So Does the Right Contractor
Leak surveys catch developing problems before they become emergencies, and cathodic protection preserves buried infrastructure for decades. CPUC enforcement can result in significant civil penalties and mandatory compliance plans. The cost of non-compliance far exceeds the cost of doing it right.
Baron Utilities brings the regulatory knowledge, field capability, and documentation standards to manage your CPUC compliance obligations with confidence — for propane and natural gas operators of every size, anywhere in the country.
